Looking for a beginner frame or complete bike!

My sister's boyfriend is looking to get back into mountain biking and I'm trying to help him get setup. I'm looking for a decent hartail frame to get him started but a complete or semi-complete bike would work just fine too. It can be 26 or 29" he's just under 6ft so the frame size should be about 18-19" I'd imagine. 

I really like steel frames but I'd consider anything. It must be geared or geared compatable and I'd like it to have disc brake mounts. The cosmetic condition of the frame isn't important because it will be getting custom paint.   

Looking to spend about $5-600 total on the project.

this is a bit nicer than a beginner frame but, I would take 200 for just the frame...

friend has a complete Marin hard tail for 250. Great starter bike hit me up and let me know. We can make this happen.
