Coaster brakes: how do they work?

Got a gently used Hotrock 12" for the 2.5 year old, and there is a ton of drag in the coaster brake. Spinning the wheel by hand, it pretty much comes to a stop as soon as you let go. I loosened up the right side cone until there was side to side play in the wheel, but the drag was still there. 
Is that amount of drag normal for a coaster brake? Or am I going to need to open it up to adjust it properly?

Sounds like one of the shoes got stuck in the hub. Pretty easy to take apart, and you can re-grease while you're in there.

Thanks! But seeing how fast he got it going down our street yesterday, I might leave it the way it is a few weeks until he gets a better handle on how his new bike works.
