They've typically left the trails open during other events which have included trail running etc. I'd imagine you'd want to try to avoid the sections during the runs and bike racing events, but they'd probably be good to go other times.

According to the FAQ's on the TuckFest website, all trails will be open to bikers and runners during the festival. There will be many events on the trails throughout the weekend, so best to be aware of what's going on.
