Yes I agree. It is a complicated problem. And there are no easy solutions.
So I think it's easier to do nothing. It's just not a value for the majority.
But in societies with much more pedestrian and bicycle traffic, the bike lanes and pedestrian lanes are separated from the roadway. With trees or barriers in between. And elaborate, well designed crosswalks and strict enforcement. Rarely did I see an intersection not controlled by a light with a pedestrian crossing (I did not see one bicycle on the road in the city. It would be considered insane). The nice thing about these places is people feel safe to get out of their cars and walk or bike to their destinations. Or just move around by human power. Or dog power. ))
(You need to Login or Register to view media files and links) Not even the dogs are crazy enough to get in the road. You spend 5 minutes driving around you'll know why. It's sort of like musical chairs. Ironically, there doesn't seem to be many accidents.
This also increases social opportunities many times. Instead of being locked up in a box constantly speeding or standing at a standstill staring straight ahead at the next car in line. Another thing I notice, most people seemed to be in better shape physically. And seemed to have a much easier time managing their weight.
Public and private transport is developed and operated at such a high standard that owning a car isn't absolutely necessary. I think many people here consider riding the bus the equivalent of potentially attending a riot. And I aint getting on board without my hogleg.
It would be very difficult to implement what I have seen in other places here without tearing it all up and starting over again, and making a few more changes. Like not putting up with so much of the bull....
