Pretty sure you still can at cape lookout national.seashore.... You have to ferry the vehicle though. The...Outerbanks has tons of beach campgrounds one n Buxton is a.short walk to the jetty..

Carolina Beach, but there's a fee of $10.  You can also take your truck onto the beach at Ft. Fisher Recreation Area, also $10 but no overnight camping is allow there.  It is 10mins away from Carolina Beach.

Yeah you can camp at cape lookout. I'm going later in October. Check the Davis ferry for availability they have cabins or find your own spot and primitive camp. Have a bath house where the ferry drops you off

Ft Fisher has 24hr 4wd access after Sept 15th through March 15th.  I am pretty sure I have seen guys fishing all night.  Only draw back is no fires whatsoever so you'd need to bring propane cooking equipment and heaters.... that and no beer.

I used to camp at Carolina beach all the time when I lived in Wilmington. It's a great time. Just make sure you bring a 4x4 or you will never make it out. The cops can be a little intrusive out there though. The rules are pretty strict.
