Youth bike recommendation

Looking for a bike for my niece. Almost 13 and 5'4. Budget is under $200. Just for riding on the street and stuff. Definitely want a 26 in wheel size and grip shifters. 

Basically any recommendations out there for something aside from a Mongoose or Next from Walmart? It also has to be completely built. What do you guys buy your kids??

At that budget you may be strapped to Wal Mart or a used higher end bike. CL my be an option........... Id do an older higher quality bike on CL rather than a hunka junk from Wally World. Just my take on it. Also check out the Trips for kids/Recyclery. They may have something to fit the bill.
