They shut it off before I signed up for water and refused to come out today and do same day service to turn it on. Said they don't do weekends and won't come until Monday but I need water. It's life!!'

Go to Home Depot/Lowes and get one of those handy dandy t bar wrenches to turn it on yourself..........

I would imagine that wouldn't work as there is probably no meter in the box (or at least a lock on it).

There is probably a lock on the valve.  I would not recommend turning it on yourself as they could get you for "theft of services" and arrest you.
