Can one use a 10 speed derailleur with 8 speed shifters? And I would be setting up for 8 speed

No expert here, but I would try it.  Let us know how it works.  I think as long as you stay Shimano/Shimano or Sram/Sram, you should be OK.  I believe Shimano changed their ratio a few years ago.

shimano road, yes. Shimano MTB NO. THey went to dyna sys on mtb 10 speed. so there will be some issues.
