ATV Repair for Trail Maintenance

I friend of mine gave me an ATV to use for trail maintenance but I need to get it running.  I know that the battery needs to be charged but he said that he was having a problem getting it started all the time.   
It is a Peace Sports ATV TPATV 516- 110 2011.

I would like to either fix myself (very limited experience with small engine) or give someone a chance at it before having to take it to a repair shop.  (Yes, I am trying to get it to work on the cheap). 
 
Any help or ideas in getting it running would be greatly appreciated. It is currently sitting in my garage in Belmont.

1st steps..

Drain the fuel and put fresh fuel in it.

Check the air filter and oil and replace if needed. 

Pull the spark plug and clean it.

Probably you need to change the carburator as well, I think online you can find it. or at least clean it. The problem with carburators that many times the screws that regulate air flow, gas etc moves and change the factory settings this means you have a motor that does not work. Last but not least are the pistons, but that start to become a different story.

Don't forget to check to see if you have a spark at the spark plug. If you have changed the spark plug, you may have an ignition problem with your machine.

This is for a weed eater, but i'm pretty sure the process steps are similar...
