Parkway Loop at WWC

With all the recent rains - is the Parkway Loop an all-weather trail (in other words, open when all the other trails are closed)?

I was out there the other day and saw all the "Trail Closed" signs up, but didn't see any  on the Parkway loop.  I thought this was an all-weather trail but haven't seen anything definitive.

Answered my own question.  The WWC trail map shows that the parkway and channel loops are all-weather trails.
