Check out the monthly minutes going back for the past year or more, where at least every other month an update has been provided...from the October Minutes “ contracts have been signed, Crescent has RFP’d for a builder. We are still waiting on Crescent”. Your question would indicate an organization whose main goal is to build and open new trail for the community is willfully deceiving the public. What would be the end goal of spending all of this time and effort on a new trail system for the public to not open it, and then be dishonest with the reason?

Not sure what the real question is here?  The information on the reason "it's not open" is accurate and up to date.  If your asking about a conspiracy to keep it closed to the public then I can't help you. 
I have been on the frontline of this project for about 6 or 7 years now.  I think I would have been told about that.  The reality is we are at the mercy of a major developer which we don't  have enough leverage to force them to move. Just a contract agreement that does not stipulate a deliverables date.  I can't even ride my bike in the foreseeable future for medical reasons so keeping it private for personal advantage does not apply here.
We will continue to push for it to be opened up until it is or I'm dead.

WT actual F is the matter with these haters? Like someone owes you new trail while you do nothing?

Just ride and be happy with what you have. It's not like anyone here has stopped you from opening trail.

What are you talking about? The trail is not open, we have provided updates on why the trail is not open and what needs to happen before the trail opens. So when the parking lot is built and open the trail will be open. A third party who we have no control of is building the parking lot on their dime and they are awaiting construction permits. Once they have permits construction will start and it will be a few months of construction before work is complete. 

What more are you looking for regarding updates?

My mom rode Dixie couple weeks ago.  Said it had good flow.  Maybe she was there illegally or irresponsibly?
