steerer tube spacers?

Quick question I'm hoping someone w/ more experience can answer easily for me...  I have a 1_1/8" steerer tube on my Trek X-Cal.  I want to order some shorter stem spacers and just want to make sure I order the right size.  When a company states the size of the spacer what are they referencing?  The ID or the OD?  Can I just order a 1_1/8" spacer or should I be looking for a larger size?  Thanks!

All 1-1/8" headset spacers should be the same w/ a 1-1/8" ID.  OD can vary depending on who makes the spacer (cane creek, carbon, FSA etc...)  You should be able to score some carbon spacer sets on eBay for cheap.

Yeah just order some 1 1/8 spacers.  Think I usually do amazon.
