I tried to use the search feature for topics related to painting and I get a CGI error.
I have an old Surly KM that needs stripping and repainting.
It has cable guide/bosses on the top tube that are rusty inside and outside. These guides are built for cable actuated brakes only, and look like a bullet with a cavity that takes the ferrule. 
Are there reliable ways to get all the rust out of these guides so the rust doesn't start here? The rust started at the guides.
Loctite has some spray (Extend) that supposedly binds to rust and neutralizes it. NAPA sells the same stuff. Has anyone tried this?

I have used it on cars. The stuff works well. You can sand it and drill it. Wear gloves.

If you're stripping it completely down anyway you can try sand blasting it.  Not sure how small the holes are you're talking about.  A guy I know does glass bead blasting as well, that might be an idea.

take it to hot boxx. for the time and effort you will have in sanding it they could have it already stripped and painted for less than what it will cost you in anxiety.
