Fixing a Dent in a Steel Frame

I have a small dent on the side of the down tube of a steel frame that I am wanting to have fixed before I have the frame powder coated. Any recommendation on fixing this or does anyone know anyone who would give it a shot?

If it's.in the downtube you only see it when it's.upside.down?

On the side of the down tube about 5" from head tube.
