I have a non boost hub bike, 29in wheel. I am wanting an upgraded drive hub for the bike. One with more engagement than I currently have. 
A local bike shop told me it would be about $600 to do that. A new wheel they said. Is this correct or is this supposedly good local bike shop on crack ?  I thought I could just buy a new better hub...
Anyone have any ideas on what that would cost? Labor and parts.

These are my prices.

Price of the hub is______ plus about $30 for spokes and nipps, Labor is $50 per wheel. If you need a new rim its _____.  So you can do the math and fill in the blanks. FUll MSRP on hubs can run up the price quickly. Sometimes you give discounts on hubs and other parts in order to do the build.

Jerry (Enoch) put a Hope Pro 4 on my (non-boost) rear wheel about a year ago. Nowhere near $600. 

Highly recommend his work.

That seems very high considering that about a year ago I bought a new SET of 27.5" wheels built by a local independent for $600.  They have Hope Pro 4 hubs and Cromag Phase30 rims.   

I really like them but must admit that the Hope hub is LOUD like a swarm of hornets.  I know; they're only loud when coasting so I should not be coasting, right?!?! Cheesy

I personally love the sound of Hope hubs and am guessing it’s part of the reason people buy them. My usual riding buddy likes a completely silent hub which motivates me to coast as much as possible... The sound of I9s bother me (more of a mosquito-esque “whine” than a buzz). But, to each his own I guess  Wink
