I use a Raxter, but they aren't cheap anymore.  Mine was $200 and carries 2 bikes.  Keep your eyes here, Craigslist, etc.  Cheap and new doesn't exist anymore

Not looking for cheap, pretty sure I can go to Walmart for cheap. I have an older Yakima Kingpin 4. Both my mountain and road bikes have squarish top tubes, and the cradles don't seem to really accept the tubes. I go over a bump and the chain straps pops off. So I was checking out some platform racks. Are Hollywood and Allen bargain basement racks. Those seem to be the lowest priced racks that get good reviews

Not sure of your definition of cheap but Rocky Mounts are reasonably priced and make a number of hitch models. I bought one of their Monorail racks last August during a 20% factory sale including free shipping.

If not, what size hitch?
Have a friend who may still have one for sale. 
Yakima 4 bike small (1 1/4” ?) hitch. 
I think it’s the type where you hang your bike on the rack arms.

You sure it can fit 4 bikes on a 1.25" hitch? That sounds sketchy.  From everything I've seen 2 is the max on 1.25"; for 4 bikes you'd need a 2" hitch.

I have a Yakima 4 bike 1 1/4 hitch. Or it has space and cradles for 4 bikes. The most I ever carry are 2. Platform racks are really expensive. So I believe I'll stick with what I have. My bikes ran me around $1300 a piece. So I'm not carrying the really expensive bikes that the rack manufacturers tell you to buy to carry your expensive equipment
